Dear Mr. Darwin:

Thank you for your correspondence of November 9, 2009, in which you express the concerns of your Association on the possibility of having an intermodal rapid transit station located at Bayview, as part of the Rapibus Transit initiative.

As you are probably aware, the NCC is leading the ongoing joint Interprovincial Transit Integration Strategic Planning Study. This joint study aims to recommend the most suitable and feasible strategies for seamless and efficient integration of interprovincial transit and is examining a number of routing options as an effective means of improving interprovincial transit as well as various infrastructure options to accommodate growth in transportation and transit demand.

These different infrastructure options are based on the assumption that the City of Ottawa will be implanting Light Rail Transit east-west between Blair and Baseline stations, via a downtown tunnel, and north-south in the existing O-Train corridor from Riverside South to Bayview. The study is also based on the assumption that Ville de Gatineau will be implementing the Rapibus system from Lorrain to Montcalm boulevards.

A number of service and infrastructure possibilities are being modeled for the 2031 timeline. Scenarios being considered as part of the modeling are assuming east-west light rail, north-south light rail, and Rapibus to Montcalm, and include a new interprovincial bus route loop, as well as a new bus route over a future interprovincial crossing. This is not an exhaustive list and additional scenarios may be examined based on public and stakeholder input. Public consultations with regard to the various scenarios are planned for early 2010. I have taken the liberty of forwarding your e-mail to our public affairs team, so that you may be invited to future consultations.

It is premature at this juncture of the interprovincial transit integration study for the NCC or its municipal partners to reach any conclusions or take any definitive positions with respect to or part of the scenarios being examined.

Thank you for taking the time to share the concerns of your Association with me.

Yours sincerely,
Marie Lemay, P.Eng., ing.
Chief Executive Officer
